Domestic Workers

In the morning hours when you leave for office you find women, young and middle-aged, sitting in groups at the edges of the streets of several localities in Karachi — North Nazimabad, Gulshan, Garden, PECHS, Clifton — some chatting, a few ruminating, a couple doing needlework.

These are domestic workers waiting for bajis, their employers, to wake up, open the doors of their homes and let them in to the world of work that exists at the fringe of the labour market. It is one that is bereft of job security and decent wages and excluded from the scope of labour laws.

Increasing prevalence of contract work in the labor market is a global phenomenon. Low production cost and increase in productivity–the reasons cited by economists for contract labour—both lead to wealth accumulation. Thus, the hidden motive behind contract work is desire, or greed of the employer, for more profit, more money. No wonder, then, contract work is so confounding that even the ILO finds it full of complexity and riddled with ‘conceptual’ problems.

Safety of Workers in Bangladesh

THE concept of safety at the workplace as a fundamental human right is slowly making its way into the ethos of a South Asian society burdened with the notion of destiny. ‘If the roof falls on your head, too bad. You were fated to die this way while at work.’ Workers and other stakeholders are now rising up against this farcical justification for the inhuman treatment of labour. If not in Pakistan, at least in Bangladesh workers are demanding safety and stakeholders have begun to listen.

Bangladesh is taking the lead in giving higher priority to workers’ safety and the prevention of industrial accidents though it learnt its lesson the hard way: from 2005 to 2013, industrial accidents in the readymade garments sector killed over 2,000 workers and injured a higher number. These accidents occurred due to gross violations of building safety codes and labour standards. The case is not different here.

Baldia factory fire: two years after

IT has been two years since Pakistan’s worst industrial disaster took place in a garment factory in Baldia Town, Karachi on Sept 9, 2012. A fire in the factory that day led to the loss of 259 precious lives and injuries to 55 workers who got trapped in the building because three out of four doors were locked from the outside. Locking the workers inside the premises is not uncommon in garment factories exporting to international buyers. An inquiry report released by the FIA as well as the case proceedings revealed violations of labour laws, safety laws and building by-laws by the factory owners and a number of state institutions.

Two notable aspects of the follow-up to this disaster are the nature of the criminal proceedings in the Sindh High Court (SHC) and the compensation to the bereaved families. Developments in both took place due to the pressure built by civil society organisations.

Safety of Electrical Workers

THOUGH we do not take electricity for granted due to outages, yet energy is at the heart of everyday living. What we take for granted is the national grid system — transmission lines, high-tension cables, substations, pylons, transformers and the dangling maze of naked wires visible in every street.

We seldom think about those who keep the grid system running even when we spot a lineman perched precariously on a vehicle-mounted ladder, examining a pole, repairing the cables, or meddling with dangerous-looking circuit boxes. Unless one day at the breakfast table we read in the morning paper that 25 linemen died in the line of duty within two weeks.

The news recently of the workers’ rally of the Lahore Electric Supply Company demanding investigation into these preventable deaths and enforcement of safe working conditions is the tip of the iceberg. The underbelly of the work structure supporting the edifice of economic growth pulsates with contractual, informal labour deprived of social protection, including protection from fatal accidents and injuries at workplaces.

City and the migrant labourer

CONCEALED within a leafy neighborhood, crushed between 1,000 to 2,000 square-yard bungalows, in Jamshed Town, Karachi, invisible to the world of comfortable living, exists an enclave of narrow alleys, haphazard and shabbily constructed one or two-room dwellings of the city’s migrant workers. Called Bano Colony, this surreal settlement, with upper storeys jutting out here and there, reminds one of the narrow labyrinthine alleys in Shagai, one of the katchi abadis in Mingora, Swat.

Inhabited exclusively by Pakhtuns, this enclave has two entry points: the east side leads to male-only living; the west end opens to family quarters. On entering the male-only section, for a second you feel you are stepping into the ruins of a demolished structure. Here the rent of one small, windowless room, shared by six (or more) males — minor, young, old — along with a communal kitchen, is Rs6,000 per month.

Missing trade unions

FOR the cynic, or for a gleeful employer, the trade union is a dying breed, perhaps already dead; for a die-hard optimist, the trade union — like a phoenix — is arising from its own ashes. But dead or alive, trade unions are definitely evolving into newer shapes. Driven to the wall in the current cut-throat, neo-liberal, capitalist era, trade unions are fighting precarious employment and multinational corporations by banding together across the globe.

However, it is not the first time that trade union bodies are coming together. Major international trade union federations had emerged in Europe and the US after the Second World War to claim their rights from the state and national capitalists. Now their adversaries are the powerful multinational corporations and financialised capitalism. Since the beginning of the 21st century, international trade union federations are realigning themselves as global unions and reaching out to workers across continents.

Minimum Wages in the Time of Globalization

Early June is the time the workers in Pakistan hope for some respite in managing their meager household budgets and look forward to a raise in minimum wage announced with the annual budget of the country. The minimum wage for unskilled workers currently in Punjab, Sindh and Khyber Pakhtunkhwa is Rs10,000 per month, while in Balochistan it is Rs9,000.

With the current family size of 6.8 and 1.5 earning members per family in Pakistan, a monthly income of Rs10,000 translates into Rs73.52 (less than one dollar) per person per day in the household. The picture gets gloomier when we look at the national average monthly wages reported in Pakistan Labour Force Survey 2012-2013 — 20pc workers earn up to Rs5,000 and 41.73pc make an income between Rs5,000 to Rs10,000. With a 9pc inflation rate, minimum wages in real terms amount to even less.

GSP-Plus and Labour Compliance

Previously a beneficiary of the tariff cuts under the Generalised System of Preference, Pakistan is one of the 10 countries which have been granted the Generalised System of Preference Plus (GSP-Plus) status by the European Union from January 2014. The GSP-Plus allows developing countries tariff-free export of their products to European markets. Under this special incentive trade arrangement, presumably for ‘sustainable development and good governance’, Pakistan fulfils the criteria for vulnerability. As defined by the EU, vulnerable (in terms of trade) are the countries which lack diversification and insufficient integration within the international trading system.

The GSP-Plus is conditional to ratification of, and compliance to, 27 international standards and covenants on labour, human and women’s rights, environment, narcotics and corruption. These 27 standards comprise eight ILO core labour conventions, six UN conventions/covenants on human rights, and gender and racial discrimination, nine UN conventions/protocols on environment and four UN conventions on narcotics and corruption.

Road Transport Workers in Pakistan: A Study (2006)

This research report was written for Pakistan Institute of Labour Education and Research (PILER), Karachi and was published in 2006.

This study presents an overview of road transport sector work environment, labour relations and working conditions and examines workers’ response to address some of the issues relating to social security through collective action. Methodology includes literature review and assessment through informal discussions with a select number of transport workers/operators, representatives of transport workers’ unions/organizations/federations, and private transport companies.

Excerpt:

Mustachioed, grim-faced, 44-year-old Najibullah Khan is on the road for the last 29 years. He works  as a driver on long distance route—Karachi to Islamabad. “I get Rs. 1500 per trip. A trip takes 26-27 hours. I make about 6 trips a month and that adds up to Rs. 9000 per month”. Born in a village in Musakhel, Mianwali, Najib dropped out of school after class 6 and was pushed into the labour market as a child. Initially he worked as bus cleaner and helper. When he got his license at 18, he took to driving. In 1973 he came to live in Karachi where he shares a rented accommodation with another person. 

Najib’s family members (parents, wife and 5 children) work as sharecropper in the village. These days he is paying a monthly installment of Rs. 1000 to the money lender for a loan of Rs. 10,000 he took to help his family buy agricultural inputs. “There is one more driver along with me in the bus, and we take turns after 4-5 hours of driving, taking 2-3 hours rest in between. After each trip I am off the bus for 24 hours and busy with maintenance of the vehicles and carry out related errands. I get little time to spend with my family whom I visit fortnightly.” For Najib, there are no holidays, no medical or other facilities and no social security.

Road Transport Workers in Pakistan
